LCP Delta says Europe has surpassed a million public EV charge points, with projections indicating the number will reach two million by 2029

Europe's EV infrastructure has reached a significant milestone, with the continent now boasting more than a million public charge points.

Energy consultancy LCP Delta reports that the breakthrough marks a transformative moment in the transition towards electric mobility.

The milestone comes just seven years after Europe celebrated its 100,000th public charging point in 2018. The rapid growth in charging infrastructure is expected to accelerate further, with projections indicating that the number of public charge points will reach two million by 2029 and three million by 2032.

The expansion is fuelled by government incentives, increasing EV adoption and substantial investments from charge point operators (CPOs) and private infrastructure funds.

John highlights the necessity of a reliable and widely available charging network, particularly for drivers without access to home charging.

"A reliable, widespread public charging network is essential to support EV adoption, particularly for drivers who do not have the option of charging at home," he notes.

Leading countries in EV charging infrastructure

Among European nations, the Netherlands leads the charge with more than 175,000 public charge points. The country's extensive network has been facilitated by significant government funding, which has focused on deploying slower chargers in on-street locations, making EV charging easily accessible.

France follows closely, ranking second with 165,000 public charge points. Most of these are installed in densely-populated urban areas, ensuring that EV users in cities have ample access to charging facilities.

Despite having the highest number of fully-electric vehicles on the road, Germany comes in third with 140,000 public charge points. However, Germany stands out for its higher proportion of high-power chargers, which enable quicker charging sessions and reduce overall wait times for EV drivers.

The UK ranks fourth, with approximately 95,000 public charge points. Despite being Europe's leader in EV sales last year, the UK's lower public charging capacity can be attributed to its high levels of off-street parking. Many EV owners in the UK opt for home charging, as it remains more cost-effective and convenient than public alternatives.

Challenges in public charging utilisation

Despite remarkable progress, LCP Delta warns that significant challenges remain. Public charging utilisation rates stagnated in 2024 across most European markets, raising concerns among CPOs about the efficiency and profitability of their infrastructure investments. One primary issue is the stark contrast in pricing between home and public charging tariffs.

In the UK, for example, off-peak home electricity rates range between 7p and 10p per kilowatt-hour, whereas public charging prices can exceed 70p per kilowatt-hour. This pricing disparity discourages drivers without home charging options from fully embracing electric mobility.

According to John, reaching one million charge points signals the beginning of a new phase for the public EV charging industry.

"Reaching one million charge points is likely to herald a new era in the public charging industry, characterised by faster charging speeds, greater reliability and higher utilisation rates," he explains.

However, John anticipates a wave of market consolidation in the coming years, with some CPOs struggling to remain competitive: "We also anticipate a period of market consolidation with some CPOs likely to exit the market due to increasing competition. The next five years could define the winners for decades."

As Europe expands its EV infrastructure, industry leaders and policymakers must address pricing challenges, encourage higher utilisation rates and ensure that public charging remains accessible and efficient for all EV drivers. The path forward will determine the long-term success of Europe's electric mobility revolution.
