The nation is reinforcing its position as a leader in defence innovation through strategic global partnerships. His Excellency (H.E.) Hanno Pevkur, Estonia's Minister of Defence, recently visited the UAE and participated in the IDEX 2025 conference, a premier global defence innovation and cooperation platform.

By providing access to market analysis, strategic marketing initiatives and global networking opportunities, Trade Estonia is fostering the development of cutting-edge defence technologies.

The organisation's efforts contribute to the global competitiveness of Estonian firms, facilitating international partnerships and expanding Estonia's influence in defence innovation.

Investment in defence technology and strategic partnerships

Investment in European defence technology startups is projected to surpass US$1.04bn in 2025, with a significant portion directed towards dual-use technologies applicable to civilian and military purposes. However, investment in weapon-related innovations remains restricted in some areas.

The UAE and Estonia actively collaborate to advance their respective defence industries, focusing on next-generation technologies, cybersecurity, AI and autonomous systems. The UAE's emergence as a global defence tech hub aligns seamlessly with Estonia's innovation-driven approach.

Estonia has positioned itself as a hub for defence startups, pioneering advancements in AI, cyber defence and autonomous systems. The UAE's increasing investment in AI-driven defence solutions, unmanned systems and digital security further complements Estonia's expertise.

  • Cybers – Cyber defence innovations
  • Milrem robotics – Autonomous robotics and unmanned ground vehicles
  • DefSecIntel – Autonomous defence systems
  • ELSA solutions – Sensor technology

The innovations play a critical role in achieving battlefield superiority, reinforcing the UAE's commitment to technological advancement in security.

Currently, 21 Estonian defence companies are actively engaging with the UAE market and exploring opportunities for collaboration.

Estonia enhances global defence innovation through strategic alliances

During IDEX 2025, the Estonian delegation participated in high-level discussions with Hamad Al Marar, CEO of EDGE Group, Ziad Al-Musallam, CEO of SAMI AEC, and H.E. Ahmad Abdulaziz Al-Ohali, the Governor of GAMI, solidifying Estonia's commitment to strategic defence partnerships in the Middle East.

H.E. Hanno Pevkur highlighted the significance of these collaborations, stating: "Estonia's defence industry is driven by cutting-edge advancements that enhance national security and contribute to international stability. Strengthening collaboration with the UAE has further accelerated industry-led progress in addressing emerging security challenges."

Advancing cybersecurity and autonomous defence solutions

Estonia is recognised as a global leader in cybersecurity, ranking first in the EU on the Global Cybersecurity Index. The country hosts the NATO Cooperative Cyber Defence Centre of Excellence, further cementing its reputation in cyber defence.

In parallel, the UAE has been investing significantly in cybersecurity infrastructure, ensuring its national security remains resilient. With a US$23.2bn defence budget in 2023 and projected cumulative defence investments reaching US$129bn between 2024 and 2028, the UAE is rapidly scaling its defence capabilities.

Transforming autonomous defence technology

Milrem Robotics, a global leader in robotics and autonomous systems, is set to unveil its highly-anticipated 8×8 Robotic Combat Vehicle (RCV), HAVOC. The next-generation hybrid unmanned ground vehicle (UGV) represents a catalyst in advancing modern warfare. Similarly, Vegvisir introduced the Virtual Command Station, a compact VR-based command solution that replaces traditional bulky screens, transforming fleet management and command operations.

The advancements align with the UAE's strategic focus on autonomous defence solutions.

Rene Ehasalu, Cluster Manager of the Estonian Defence and Aerospace Industry Association, remarks: "The Estonian defence sector continues to push the boundaries of technological advancement. Estonia's cybersecurity and autonomous systems expertise, coupled with the UAE's investment in next-generation defence solutions, is shaping a robust and future-ready defence ecosystem."

Key defence trends for 2025

The defence industry is undergoing a transformative shift driven by several key trends:
  • Autonomous systems – Drones and robotic technologies are reshaping modern military strategies.
  • Electronic warfare advancements – Nations are enhancing their ability to counter evolving threats.
  • AI and machine learning integration – These technologies improve decision-making and operational efficiency and predict threats.
  • Resilient supply chains and global collaboration – Nations focus on enhanced cooperation to ensure long-term security adaptability.

Estonia's defence expenditure is projected to reach 3.7% of GDP by 2026, with discussions underway for further increases. The country remains a steadfast supporter of NATO and other international defence initiatives.

With two-thirds of its defence sector output exported, Estonia continues to see strong global demand for its military innovations.

The collaboration between Estonia and the UAE highlights their commitment to pioneering defence technology. As both nations push the boundaries, the partnership sets a new benchmark in global security advancements.
